Jackie Findley ESQ.

Upon graduating Cum Laude from Gonzaga School of Law in 1984, Jacquelyn (Jackie) Findley began private practice handling a diverse case load consisting of family law, real estate and personal injury litigation. In 1988 she accepted a position as Assistant Attorney General with the State of Washington where she represented the Department of Labor and Industries before the Board of Industrial Insurance and superior and appellate courts until she retired in 2018. 


As Assistant Attorney General Jackie had the opportunity to serve as section chief supervising attorneys and staff in the Spokane Labor and Industries unit of the office. She was the legal advisor to the Department of Labor and Industries in its Worker's Benefits, state fund and self insured sections. She also served and chaired the Department's policy and litigation control committee and the new attorney training committee. She frequently lectured at numerous attorney continuing education events and was named "Super Lawyer" by her colleagues in 2000, 2001 and 2004. 


Representing the Department of Labor and Industries provided Jackie with special insight and numerous opportunities to handle issues important to workers in the State of Washington. Jackie looks forward to using not only her litigation skills, but also her insight and expertise in guiding injured workers through he process of obtaining the benefits they are legally entitled to under the law.

Phillip Silcher ESQ.

 Phillip Silcher grew up in the Bitterroot Valley of Western Montana. It was after coming to Spokane in 2009 to attend Whitworth University that his appreciation for Spokane began to grow. After obtaining a degree in Political Science at Whitworth University Phillip attended Gonzaga University’s School of Law. While there he was a member of the Moot Court Honors Council and competed on the National Moot Court Team. Phillip’s volunteer work within the legal community has been an enduring passion that landed him a Pro Bono Distinction Award. He has served on the Board of Directors for the nonprofit organization Heal Spokane and is the current president of the Spokane Professionals Society.


During law school Phillip spent years as a clerk in the Washington State Office of the Attorney General in the Labor and Industry section. This allowed him to see how the state side of L&I claims are handled and informs his methods of case management now in private practice. It was here that Phillip met his future business partner Jackie Findley and the Law firm of Findley & Silcher began to take shape.


Phillip is a member of the Montana State Bar Association, the Washington State Bar Association, and is an active member of the Washington State Association for Justice. Phillip is committed to establishing a presence in the Spokane community and is looking forward to personally serving clients needs for years to come.

Matthew Bopp ESQ.

Matthew Bopp grew up in Phoenix, Arizona. Prior to law school, Matthew worked for Bank of America in Fraud Detection and AML Compliance. He completed degrees in Organizational Management and Leadership at Rio Salado College and Colorado State University – Global Campus. Matthew’s passion for the law eventually led him to Spokane where he attended Gonzaga University’s School of Law. Matthew and his wife loved the area so much they decided to remain permanently after graduation. Matthew and his wife enjoy spending time outdoors camping, hiking, taking care of animals, and gardening.


​While at Gonzaga, Matthew was a member of the Moot Court Honors Council and competed on the Philip C. Jessup International Law Moot Court Team. Matthew studied abroad during both summers in law school, first in Florence Italy and then in Nuremburg Germany. Matthew completed an externship for two semesters with the Spokane County Public Defender as a Rule 9 intern, working primarily with clients charged with misdemeanor crimes.


Matthew enjoys representing clients in both L&I and in criminal matters. He is motivated by a desire for justice, and that desire frames all of his professional goals within Findley & Silcher.
